With reference to your letter of the 4th instant, No. 30041/10, on the subject of the proposed agreement for the joint working of the Canton-Kowloon Railway, I am directed by Lord Morley to state, for the information of the Earl of Crewe, that there are no strictly analagous cases in India, which could be quoted as precedents for the proposed arrangement. The general principle adopted in India for the division of receipts between separate sections of a railway that are jointly worked is to divide the net receipts in proportion to the gross earnings of each section; but in certain cases in which one of the sections is of a specially expensive character, it is laid down that higher rates per mile shall be
